SMSOfficer, a new Outlook Mobile Service hosting provider. OMS allows you to send/receive text messages in Outlook 2007. But it ain't free. You get 10 credits to start with (credit==text message), and can buy more. Starting price is US$0.08/message. Give it a whirl, at least.
